Distribution of EB-5 Visas Worldwide: Asia leads and Latin America continues to grow

During the fiscal year 2023, the U.S. government issued 8,354 EB-5 visas to foreign investors globally. Of these, 93% were granted to residents of Asia. Here are the details.

The results of the EB-5 visa issuance over the past year showed that China remained the leading country in this statistic, with 5,684 visas obtained, 1,624 more than in 2022.

In this context, Asia continues to be the dominant region for EB-5 allocations, obtaining 7,828 visas. Mainland China is the world’s main contributor to issued EB-5 visas, representing almost 70% of the total.

Decrease in EB-5 visa issuance in other countries

Overall, looking at the global context, we can observe a general decline in EB-5 visa adjudications. India ranked second in Asia with 631 EB-5 visas issued in 2023, slightly fewer than the 641 issued in 2022.

Meanwhile, Vietnam remains the third Asian country with the most significant number, with 528 visas, although it also shows a decrease compared to the 772 assigned in 2022.

South America is the second region in the world with the highest number of EB-5 Program visas issued, with 185. Meanwhile, North America, Europe, and Oceania also contributed to the EB-5 visa landscape, but with more modest figures.

Regarding specific countries, Russia stands out with 39 EB-5 visas, compared to 51 issued in 2022. The decrease is mainly due to significant challenges and restrictions faced by Russian citizens in their applications following the war with Ukraine. Brazil continues to lead South American applications with 75 visas issued, 71 fewer than in 2022.

  • China received the largest number of EB-5 visas, with over 5,700 visas issued, representing approximately 70% of the total. This number was the highest for Chinese applicants since fiscal year 2018.
  • India ranked second with 815 visas issued, demonstrating growing interest in the EB-5 Program from Indian investors.
  • Vietnam received 556 EB-5 visas for applicants from that country, placing it third in terms of volume of visas received.
  • South Korea ranks fourth with 446 visas issued, also having a significant participation in the program.

Other notable countries include Taiwan (261 visas), Brazil (157), Canada (124), Hong Kong (121), Venezuela (116), and Mexico (73).

In total, approximately 8,506 EB-5 visas were issued through consular processing in fiscal year 2023, with a notable recovery in visa processing capacity at key consular offices around the world.

Additionally, it is estimated that over 1,500 additional visas were used through status adjustments within the U.S., bringing the total EB-5 visa usage to nearly 11,000 (Invest In the USA).

This increase in EB-5 visa issuance reflects a recovery and greater efficiency in processing, as well as renewed interest in the program following the implementation of the EB-5 Reform and Integrity Act of 2022.
